BANGKOK, Thailand – Prime Minister Anutin Charnvirakul has dismissed French national Kevin Dimino’s appeal against his deportation from Thailand, according to a letter from the Office of the Prime Minister sent to the Interior Ministry’s permanent secretary. The ruling rejects both Dimino’s request to revoke the removal order and his bid to suspend it.

Thai Wife Appeals Frenchman’s Samui Zoo Deportation Order

The Interior Ministry issued Order No. 2354/2026 on 7 September, directing Dimino’s deportation under Section 5 of the Deportation Act and Rule 4 of the Prime Minister’s Office Regulation on Deportation. The order cited behaviour deemed contrary to public order, good morals or public welfare.

Dimino, who operates Samui Exotic Park on Koh Samui, later appealed to the prime minister, but both that appeal and his request to halt the order have now been refused. The Interior Ministry’s permanent secretary has been instructed to notify him of the decision, including his right to challenge the deportation at the Administrative Court.

French Koh Samui Zoo Owner Detained Pending Deportation

The ministry’s report listed six alleged incidents behind the order: harassing, threatening and verbally abusing the owner and teachers of a local language school; assaulting a Turkish national and threatening him with a knife; shouting and using abusive language outside private property; assaulting a foreign tourist by throwing a sign and threatening the tourist’s family; posting social-media messages urging people with anti-nationality views to gather at his zoo for religious and political expression, which the ministry said could fuel racial, religious and political division; and threatening passengers on a domestic flight, prompting cabin crew to call police who removed him from the aircraft.
